| 内容記述 | In July of this year, it was reported that the government would abandon their goal of increasing the percentage of women in leadership positions to 30% by 2020, the so-called “2030 goal”. Postponing the goals by neither assessing what impeded in achieving them or showing alternative strategies to achieve such goals should be looked at more critically. In many advanced countries, evaluation has increased in importance both during the process of making social policies and after implementing them. In Japan, evaluation of social policy has increasingly caught the eye of researchers and policy makers since the late 1990s. However, in the field of harmonization of earning and caring, policy evaluation has been a blind spot for a long time. This paper aims to summarize the developments of social policy evaluation in Japan and examine the ways in which the current evaluation has potential deficiencies with a view to achieving the “earner-carer” society.The flaws of ambiguous policy goals, selecting inappropriate performance indicators, and not ensuring accountability in the process of setting the evaluation framework are highlighted in particular. Turning back to the ultimate goal of social policy evaluation; contributing to creating a better society would be a necessary step so that it would help us to produce more effective policies. |
