Multiple correspondence analysis revealed that these policies are characterized by two axes: the breadth of educational goals and reforms （comprehensive vs. focused） and the type of educational approach （global/excellence-oriented vs. local/liberal arts-oriented）. Notably, university attributes and characteristics showed clear associations especially with the second axis, which represents the type of educational approach.\n　Specifically, traditional large-scale universities with stable enrollment rates and high academic rankings emphasized developing global talent, leadership, and problem-solving abilities while actively implementing reforms such as internationalization and department expansion. In contrast, newer small-scale universities with lower enrollment rates and academic rankings focused on locally-oriented activities and emphasized cultivation of cultural refinement, intellect, and human character. Some universities, particularly those of medium scale, maintained a balanced approach between these two orientations.\n　Furthermore, regional differences were evident along both axes: along the first axis, universities in Western Japan showed a tendency toward focused educational policies while those in Eastern Japan were more comprehensive.
