Our countryʼs child poverty rate is notably higher than that of other industrialized countries, and this has an impact on higher education. Children from poor families are more likely to be out of school, but it has been noted that children's lives and schooling have become diluted.\nTherefore, this study examined the historical significance of the practices and ideas of KOJIMA Naotaro, who insisted on the necessity of school education in the debate over the introduction of school education for Juvenile Training and Education Home.\nThe results revealed the following. (1) KOJIMA was implementing the education that accompanied the life of the students at Tankai Gakuen so that they would want to learn on their own. (2) The goals and evaluations were tailored to the growth of the children. (3) KOJIMAʼs idea was to let the child stand and heal and to develop the child at the same time, with the underlying idea of protecting the child's life. (4) In previous studies, KOJIMA was known as an advocate of the right to learn, introducing schooling to Juvenile Training and Education Home, and some studies evaluated KOJIMAʼs approach to treatment and education. However, in this paper, we were able to clarify that N.
